City's gross industrial output hits one trillion yuan
<div style="text-align: justify;">The city's gross industrial output for the year 2008 reached over one trillion yuan, a record high in history, representing a rise of 10.3% year on year, according to a news briefing of the Economy Committee. </div>

Value added tax reform saves 3.7 bln for Ningbo
<div style="text-align: justify;">On Jan 1, China put into effect three policies, which are respectively the Provisional Regulations on Value-Added Tax, the Provisional Regulations on Business Tax, and the Provisional Regulations on Consumption Tax. The policies make some modifications on tax payment standards and thresholds. For instance, the small-scale sales volume for tax payment (Industry and Business) is lowered down from the previous one million yuan and 1.8 million yuan to 0.5 million to 8 million respectively. It is estimated that with the implementation of these reform measures the tax burden on Ningbo can be reduced by 3.7 billion yuan. </div>

Taiwan Entrepreneurs Entertained in Beilun
<div style="text-align: justify;">A new year party was held on December 30, 2008 by the Beilun government of Ningbo. Over 40 Taiwan entrepreneurs took part in the party. Local leaders Chen Guojun, Hu Kui, Ding Suzhen, Jiang Suchen attended the party. Mr Hu Kui expressed his best wishes to the Taiwan entrepreneurs. He said the entrepreneurs from Taiwan have played an important role in the construction of mainlandâ€™s economy. He also reported the economic situations in Beilun to the Taiwan entrepreneurs. Chen Guojun addressed the party by saying that the local government has attached great importance to the development of Taiwan enterprises. He encouraged the entrepreneurs to do more to the local economic and social development. He also promised that the local government will provide good service to the Taiwan entrepreneurs just as usual.</div>

Mortgage interest rate 30% discount
<div style="text-align: justify;">Some local banks in Ningbo have made some new policies targeting customers of housing mortgage loans, allowing a 30% discount of mortgage interests for those people who have purchased the first apartment with mortgage. The customers have to sign an agreement with the lending bank before enjoying the privilege. Previously these people can only enjoy a 15% discount. </div>

Contract tax allowance policy for first apartment purchasers
According to a new policy on ensuring a sustainable development of the property market made by the city government, first-apartment purchasers will enjoy a contract tax allowance. The policy is also applicable to those would-be purchasers with the current per-capita housing space of below the average (28.02 M2). 

Railway Ready for the Spring Festival Travel Season
<div style="text-align: justify;">Shanghai Railways Bureau Ningbo train operation depot held a press briefing to announce its arrangement during the Spring Festival travel season this week. Â Besides the 25 pairs of trains that run regularly, additional trains will be arranged heading to directions such as Zhengzhou, Fuyang, Beijing, etc. The 40-day travel period is expected to see 920,000 passengers, up 4.2% year on year. Ningbo Railway Station plans to open 48 ticket offices. From January 2nd to January 15th, 6 temporary ticket offices will be opened at the convention and exhibition center selling coach bus tickets to Anhui, Jiangxi, Guiyang, Sichuan, and so on. </div>

Helping Hands to the Needy
<div style="text-align: justify;">After the earthquake hit Wenchuan on May 12, 2008, people around the world have offered their helping hands to the victims there. Until November 2008, over 75.197 billion yuan of donations has been received and 33.805 billion yuan has transferred to the earthquake-hit areas. In Beilun CPC members have donated 3.12 million yuan to help the people in need. The civil affairs department and the charity society in Beilun also collected over millions of money to help the people in Wenchuan.</div>

US-bound textiles quota cancelled
<div style="text-align: justify;">Following the cancellation of the licensing management of textile exports to the US and EU, the US-bound textiles quota management has been cancelled from January 1. This signifies that the export of Chinese textiles has come into the quota-free era.</div>

Export rebate rate raised
<div style="text-align: justify;">The Finance Ministry and the State Taxation Administration announced that starting from Jan. 1, 2009 the export rebate rate for electro-mechanical exports with high technology and high added value will be raised. This is the fourth time China has raised the rate this year to benefit exporting businesses. The raise this time will benefit a total of 553 categories of exports. For instance, aviation inertial navigators and industrial robots will have a rebate raise from 13% and 14% to 17%; motor bikes and sewing machines will have a raise from 11%, 13% to 14%. According to the Finance Ministry this adjustment is another coping measure in face of the adverse economic situations home and abroad. </div>

Corporate social security payment: down by RMB 6.8 bln
<div style="text-align: justify;">The city government held its 44th executive meeting last Sunday. It discussed on alleviating companies' burden of paying social security fees. It was decided that the payment ratio of social security insurances will be lowered down to some extent on an interim basis, involving the insurance items of basic pension, basic medical care, unemployment, work injury and reproduction. It is estimated that this new policy could save 6.8 billion yuan for the companies of the city. </div>

Price Coming Down for Outbound Tours
<div style="text-align: justify;">Influenced by the financial turmoil and the sluggish market, the price for Europe travel which was maintained at a high level finally dropped. Several travel agencies lowered their quotations for dozens of overseas travel routes in December. In this round of price cut, the European-bound routes have the most significant drop in price, with an average price reduction of about 3000 yuan, a 20% decrease. The â€œ9-day France, Switzerland and Italy tourâ€ is on a promotion with a tax-included price below 9680 yuan. Recently, the price for round-trip ticket from Beijing to Europe fell 1/3 compared with the same period last year. Some airliners have started to carry out counter measures including cutting flight routes, but falling price is still the main trend.Â Apart from European routes, US tour and Australia tour have also been put on promotion with different levels of discounts. The lowest quotation for American tour is only 12000 yuan, while â€œ8-day Australia tourâ€ is at a special offer of 9999 yuan. During Christmas, prices for outbound tour including trips to Hong Kong and Macau will rise again.</div>

Areas to take in RMB 300 bln investment introduced
<div style="text-align: justify;">Last Tuesday, the city government gave a news release, making known the investment areas of the RMB 300 bln government investment. It said the money will go to areas for improvement of housing conditions, infrastructure facilities, key industries, key functional zones of the city, development of new countryside, energy conservation and reduction of pollution discharge, improvement of the eco-system and projects related to betterment of social undertakings. Lin Keyu says in coming two years, the city shall invest about 110 billion RMB yuan for construction a great number of large industrial projects and technical transformation projects, in a hope to expand the domestic demand. It also signifies a maneuver to speed up the transformation of development modes and upgrading of the industrial structures. The major industrial projects shall cover three areas. Lin Keyu, Chief Director of Economic & Trade Commission: The 110 billion yuan shall mainly go to three areas, firstly port-based industries, which include port-based manufacturing industry, petrochemicals and energy and other supporting facilities; secondly, new materials, which include independent innovative projects, new energy and new lighting projects; the third is production-related service industries. Lin Keyu says the large-scale port-based projects play a significant role in upgrading the port-based industries, the improvement of industrial chain and industrial restructuring of the city.Â Projects of new energy and new materials are good for the optimized allocation of innovation resources, and play an exemplary role in developing high-tech industries. The launch of production-service projects will greatly improve the quality of the modern service industry and strong back up the manufacturing industry of the city.Â "I believe with concerted efforts of our entrepreneurs and the government, as well as the macro-regulation policies of the country the huge investment we put in now will make its impact felt when the economy resurges,"Â says Lin Keyu, Chief Director of Economic & Trade Commission. In the next phase the economic and trade commission will work together with related departments, counties and districts in doing a good job in providing guarantee in infrastructure and resource allocation. Moreover, the commission will apply for special support funds from the State and offer all-around services in a more timely manner, so that the key industrial products can go on smoothly.Â </div>

<div style="text-align: justify;">Last Thursday, Ningbo Branch of China Eastern Airline held a meeting between the Korean stewardesses and the media of Ningbo. 7 Korean stewardesses working in Ningbo appeared before the journalists in beautiful silk uniform. Ningbo adopts measures to boost domestic demand

Orange market facing downturn blues

Xiangshan, the largest orange producing county in Ningbo, has only sold about 800 tons of oranges so far. Ningbo-Zhoushan Port Celebrating Breakthrough of 10 Million Standard Containers
Yesterday afternoon, Ningbo-Zhoushan Port achieved a historic leap forward, the containers so far handled reached 10 million, increased by 17.5ï¼… over the same period of last year. It is estimated that the annual capacity will break through 11 million standard containers and the port will be ranked one of the top ten in the world. <div style="text-align: justify;">Â </div>Statistics show that from January to October this year, over 500 container ships with capacity above 8,000 standard containers anchored at Ningbo Port, increased by 30% over the same period of previous year. Forum of International Port and Urban Development Opened
As an important part of China Ningbo Port Culture Festival, 2008 Forum of International Port and Urban Development yesterday opened in Beilun, which was attended by famous economists, scholars and related personnel from 16 foreign ports, 20 Chinese ports and 20 world famous shipping companies. Zhang Huaixi, Chairman of the 11th National Political Consultative Conference, and Bayin Chaolu, member of Zhejiang Party Standing Committee and Secretary of Ningbo Party Committee were present at the forum and made speeches. Government leaders and guests present at the forum include: Ding Deyun, former Vice Chairman of Zhejiang People's Political Consultative Conference, Pei Zhedong, Belgium Consul General to Shanghai, Wang Zhuohui, Chairman of Ningbo People's Political Consultative Conference, Yu Yikang, Former Vice Chairman of Ningbo Municipal People's Political Consultative Conference, and Chen Lixing, Assistant Mayor. In his speech, Zhang Huaixi said, port is an important foundation for the social and economic development of a port city, and the development of a port relies on the development of the city and the regional economy. The port and urban development in the world is confronted with a changing situation, the economic growth is slowing down, and the finance of the world encounters a sever challenge, so in such a situation, we should share our experience, expand cooperative fields and get united to meet the challenge. Yinzhou Ranked as Top Tourism and Economy County
<div style="text-align: justify;">Yinzhou District was recently ranked as one of top tourism and economy counties by Zhejiang Tourism Bureau. Yizhou started its effort to build itself as a top tourism and economy couty at the beginning of the year. On August, it passed the initial inspection and after three months it finally met the relevant demands. It is said that Yizhou District will be subject to another round of inspection by the end of the month so that it can finally be approved as a top tourism and economy county. </div>

Three Measures To Improve Tourism
<div style="text-align: justify;">The Beilun Tourism Bureau tries its best to improve the development of tourism in the district. The first is to train the staff working in the starred hotels. To welcome the oncoming Harbor Festival, the tourism bureau organized trainings on the staff working in the starred hotels to improve the quality of their service. The second is to improve the service of tourist guides in Beilun. A competition was organized by the tourism bureau to select the best tourist guide and to encourage others in the district. The third is to pay much attention to the complaints of the tourists. Some tourist agencies who got a bad name had been disciplined. All the people involved in the tourism industry have been educated to improve the quality of their service. </div>
